In December 2023, the Financial Services and the FSTB and the HKMA released a consultation paper on the legislative proposal to implement a regulatory regime for stablecoin issuers in Hong Kong, inviting views from the industry and public on the implementation of a regulatory regime on the issuance of fiat-referenced stablecoins.
